Qualified as a lawyer in Portugal and East Timor, Rui has extensive experience in litigation, arbitration and labour matters in African countries such as Angola, Mozambique, East Timor, Equatorial Guinea, São Tomé and Príncipe, Guinea-Bissau and Cape Verde. He has a vast experience representing and advising major national and international companies, including companies in the oil sector.

• Between 2000 and 2002, he served in the Government as Chief of Staff to the Secretary of State for Consumer Protection

As Head of the Office of the Secretary of State for Consumer Policy, he authored and co-authored several laws, including the Law on Minimum Banking Services and the Law on Special Sales.
